The Kentucky Legislature recently passed a $19 billion two-year budget that did not include an increase in the state’s cigarette excise tax. During the legislative session, there was a proposal to increase the cigarette excise tax by $.70 per pack; the House passed a $.25 per pack cigarette excise tax increase but this was refused by the Senate and the conference committee.
